Despite the acts and court cases, issues surrounding discriminatory practices continue to exist. The latter is evidenced by the continued overrepresentation of social minority groups in special education. Throughout the past cardinal decades researchers have examined overrepresentation of culturally and linguistically diverse students in special education. Reports from the U.S. Office of Civil Rights and the Office of Special Education Programs have continued to document the problem.
